Chief Sargent began his law enforcement career in 2007 and joined HPD in 2012. He is an Instructor for Firearms, Active Shooter, and the Physical Fitness Test. He is SWAT 1 & 2 Certified and is a Certified Field Training Officer. Chief Sargent earned his Bachelor’s Degree in Criminal Justice from Westfield State University in 2006.

Captain Robie began his law enforcement career in 2001 when he joined HPD. He has completed the FBI LEEDA Trilogy Leadership Course, the PRIMEX Emerging Leadership Program, and the FBI New England Regional Command College. He has previously served as an Officer, Detective, Sergeant, and Lieutenant, was a Field Training Officer, and has led HPD’s Field Training Officer Program. Captain Robie holds an Associate’s Degree in Criminal Justice.

Lieutenant Scarpino began his law enforcement career in 2011 and joined HPD in 2013. He has served the department as a field training officer, special operations member, active shooter instructor, taser instructor, and in the HPD Honor Guard.  Lt. Scarpino holds various trainings related to the law enforcement profession and has a degree in criminal justice.

Valerie Lamy

Lieutenant Lamy began her law enforcement career in 2009 and joined HPD in 2012. She currently serves as the Department’s Public Information Officer (PIO) and is also an OC Instructor, RAD Instructor, Child Safety Seat Technician, and a member of the Crash Reconstruction Unit. Lieutenant Lamy holds a Bachelor’s Degree in Criminology from Stonehill College and a Master’s Degree in Leadership from Granite State College.

Sergeant Zappala began his law enforcement career in 2010 when he joined HPD. He is the K-9 Unit Supervisor, a member of the Critical Incident Stress Management Team, and a Defensive Tactics instructor. He has attended FBI LEEDA Trilogy Leadership Course and is certified in Advanced Counterterrorism and Homeland Security. He was the 2018 HPD Officer of the Year. Sergeant Zappala holds a Bachelor’s Degree in Criminal Justice from Plymouth State University and a Master’s Degree in Criminal Justice from Southern New Hampshire University.

Sergeant Joseph Ducharme

Sergeant Ducharme started his law enforcement career in 2009 with the DC Metropolitan Police Department and joined HPD in 2014. He is the Field Training Officer Supervisor, Crash Reconstruction Certified, a Car Seat Safety Technician, Crisis Intervention Certified, Mountain Bike Certified, and a member of the HPD Honor Guard. Sergeant Ducharme has a Bachelor’s Degree in Criminal Justice and Psychology.

Sergeant Christopher Buker

Sgt Buker joined HPD in 2012 after starting his law enforcement career in 2008. He is Crash Reconstruction Certified and the Unit’s Team Commander and a member of the HPD Honor Guard.

Sergeant Daniel Byers

Sgt Byers began his law enforcement career in 2007 and joined HPD in 2014. He served in both the Patrol and Detective Divisions before being promoted to Sergeant. He is trained in Opioid/Drug Death Investigation, Property Crimes, Background Investigations, Attorney General’s Task Force on Abuse and Neglect, Sexual Assault Investigations, and Homicide Investigations. He is a Certified Field Training Officer, Crisis Intervention Team Certified through the National Alliance for Mental Illness, and an Instructor for Firearms and Active Shooter. Sergeant Byers is also a Certified SWAT Operator and member of the Southern NH Special Operations SWAT Team with additional certifications and trainings in 40 mm Gas Gun, Less Lethal Shotgun, Noise Distraction Device (Flashbang), Forced Door Breaching, and Tactical Combat Casualty care.

Sergeant Kapteyn began his law enforcement career in 2016 when he joined HPD. He is a Child Passenger Safety Technician, Field Training Officer, a member of the HPD Honor Guard, a member of the Critical Incident Stress Management Team, and a member of the Crash Reconstruction Unit. He was the 2020 HPD Officer of the Year and in 2022, he was a co-recipient of the New England Narcotics Enforcement Officers Association’s Sgt. John F. Petrowski Memorial Award. Sergeant Kapteyn earned his Bachelor’s Degree in 2015.

She has also attended a training on dignitary protection with the Department of Homeland Security. Officer May holds a Bachelor of Science in Criminal Justice with a concentration in Criminal Investigations and minors in History and Psychology from the University of New Haven and a Master of Business Administration with a concentration in Organizational Management from Plymouth State University.
